Elliot Carver, media tycoon and villain from Tomorrow Never Dies, is played by actor Jonathan Pryce. In the movie, Elliot uses his media network to display propaganda in hopes of starting a war between the British and Chinese governments.  Such a war would give his media network temendous publicity and possibly give him exclusive broadcast rights in China.
